According to CoinMeta, the CLARITY bill has stalled in the Senate due to the White House's failure to respond to an ethics proposal put forward by both parties, reducing its chances of passage in 2026 to 27%. Crypto journalist Eleanor Terrett reported on Monday that the White House has not yet responded to a counter-ethics proposal submitted by Republican Senator Thom Tillis and Democratic Senator Ruben Gallego. The proposal is expected to grant state attorneys general the authority to impose restrictions on crypto-related activities involving federal officials. If the White House fails to enforce these ethics rules, state officials may sue the Department of Justice. Although the focus is on Trump, this development mainly concerns the White House's response to compromise, rather than the president's signature on the legislation itself. The bill still needs to pass the Senate and reach an agreement with the House of Representatives before it can make its way to Trump's desk. The Senate Majority Leader John Thune has not yet filed a motion to end debate on the CLARITY bill, leaving legislators with limited time.
