According to CoinMeta, Russian President Vladimir Putin signed a comprehensive digital assets law on August 4th, creating a regulated channel that allows retail and qualified investors to trade cryptocurrencies through approved intermediaries. The core provisions of the law will come into effect on September 1, 2026, and cover cryptocurrency exchanges, digital custodians, brokers, management companies, trading venues, and clearing houses. The law stipulates that non-qualified investors can only purchase cryptocurrencies classified by regulatory authorities as "most liquid," with an annual purchase limit of 300,000 rubles. Qualified investors must pass a test, but they are allowed to buy and sell any cryptocurrencies without restrictions. The law also maintains the prohibition on using cryptocurrencies as a means of domestic payment.
