According to CoinMeta, Zach Pandl, the lead researcher of Grayscale, stated that the chances of the CLARITY bill passing in 2026 seem low due to the Senate's busy schedule and political factors during an election year. Nevertheless, the bill has not been put on hold. Senate Majority Leader John Thune has submitted a motion to adjourn the session regarding H.R at 0.3633, with a procedural test expected to take place on September 15th. The progress of this bill will influence the direction of U.S. crypto policy, and Congress still has the opportunity to establish a permanent market structure framework. Meanwhile, the Securities and Exchange Commission (SEC) is also advancing its own crypto agenda. Grayscale warns that a lack of legislation could reduce the attractiveness of the United States for new investments and development.
