He called on the Senate to pass the bill, arguing that weak digital asset regulations provide opportunities for North Korea and China to weaken the financial power of the United States. Esper pointed out that Beijing is investing in state-led payment systems to circumvent U.S. regulations and erode the central position of the dollar. The Senate is expected to vote on the CLARITY bill on September 15.
