Russia Legalizes Crypto Transactions; Ordinary Citizens Limited to a Limit of Approximately $3,700 per Year

According to CoinMeta, Russian President Putin signed Federal Law No. 282-FZ "Digital Currencies and Digital Rights Law" on August 4th, legalizing crypto transactions and setting an annual transaction limit of approximately $3,700 for ordinary citizens. The core provisions of this law will come into effect on September 1st. Under the new regulations, non-qualified investors are only allowed to trade up to 300,000 rubles (about $3,700) per year through licensed intermediaries, and this is limited to the currencies designated by regulatory authorities. Qualified investors, however, do not have a transaction limit. Exchanges are required to establish registries, and the Russian Central Bank will oversee the national registration process. The minimum capital requirement is 15 million rubles, and exchanges must join self-regulatory organizations. Banks will act as enforcers and are obliged to prevent transfers when there is suspicion of involvement with unregistered providers. Domestic payments are still prohibited. What makes this law special is that holders will receive judicial protection, regardless of whether their assets have been declared before.
