The policy focuses on attracting major telecommunications operators and leading model companies to invest in the core computing power areas of the Chengdu Plain and the integrated development zone of Panxi-Chuanbei. The measures will comprehensively utilize fiscal, financial, and green energy resources to support the implementation of large and super-large computing power infrastructure projects. It also explores the establishment of high-security computing facilities, utilizing secure and concealed environments such as tunnels, and invites professional central state-owned enterprises to participate in the development of modular, green, high-density, and high-security computing facilities, with the aim of getting these projects included in national special support programs.
