In the second scenario, the 121 million liters of gasoline produced daily will be allocated to various vehicles, and anyone wishing to exceed this quota must purchase gasoline at the free market price. In the third scenario, gasoline quotas are allocated to individuals, with each person receiving 30 liters per month, and it is allowed to transfer, buy, and sell these quotas.
