It also implements the "Data Elements ×" initiative, constructs high-quality datasets, promotes the establishment of provincial-level data annotation bases, fosters a AI development ecosystem, builds provincial-level artificial intelligence industrial parks and clusters, supports research and development in key technologies such as smart chips and core algorithms, encourages AI indigenous entrepreneurship, and explores the establishment of low-cost, open innovation communities.
