According to CoinMeta, on August 18th, the Shanghai No.1 Intermediate People's Court announced a case involving telecommunications network fraud related to virtual currency settlements, clarifying the criteria for determining whether individuals involved in attracting customers (also known as "draining personnel") constitute accomplices in fraud. In this case, the defendant assisted an overseas fraud organization in conducting such activities, resulting in victims losing over 2.34 million yuan. The principal offender was sentenced to 13 years in prison and fined 300,000 yuan. The court pointed out that whether these individuals constitute accomplices in fraud or are guilty of illegally utilizing information networks depends on whether they established a criminal intent and stable collaborative division of labor with the upstream fraud syndicate.
