According to CoinMeta, Josh Shapiro, the governor of Pennsylvania in the United States, issued an executive order imposing strict restrictions on data center construction. Projects are required to obtain local government approval before applying for state-level permits and must comply with water conservation standards, bear the additional costs of electricity consumption, and resolve their own power supply issues. Shapiro stated that a large number of data center projects have flocked to Pennsylvania, and some developers have ignored the interests of local communities. With the rapid growth of AI investment, multiple states in the U.S. have begun to limit data center expansion in order to address pressures related to electricity, environmental protection, and local communities. New York State has already taken such measures. Greg Abbott, the governor of Texas who previously supported data center development by suspending environmental permits for up to one year, has also paused the approval of some new projects and initiated reviews.
