According to CoinMeta, the Shanghai Science and Technology Commission has issued the "15th Five-Year Plan for the Development of Shanghai Zhangjiang High-Tech Industrial Development Zone," which focuses on innovation in key areas such as computing power, large models, corpus data, scientific intelligence, and applications. The plan aims to form a leading artificial intelligence industry cluster with Zhangjiang Core Park, Xuhui Park, Caohejing Park, and others as demonstration sites. It emphasizes enhancing intelligent computing capabilities, breaking through disruptive chip architectures like photonic computing and brain-inspired designs, building an autonomous computing power system that integrates supercomputing and intelligent computing, and coordinating cloud, edge, and endpoint resources. Additionally, the plan seeks to develop a public computing power service platform in Pujiang and make efforts to support the adaptation of next-generation large models to domestic computing power and their integration into the ecosystem.
