EU Chat Control: Cryptography Faces New Review Under European Messaging Regulations

According to CoinMeta, EU legislators have reinstated voluntary message scanning rules that will remain in place until 2028, allowing online platforms to voluntarily detect materials related to child sexual abuse. The current rules exclude communications protected by end-to-end encryption. Vyara Savova from the European Ethereum Institute pointed out that content scanning raises privacy concerns, as detecting such materials requires technical access to communications. End-to-end encryption makes it impossible for services like Signal and WhatsApp to read the content of messages. Ethereum co-founder Vitalik Buterin warned that weakening encryption could introduce cybersecurity risks and affect millions of users. This issue is particularly important for encrypted users, as messaging applications often contain wallet addresses and transaction information; weakening encryption may increase the risk of phishing and identity theft. European privacy regulators are urging legislators to avoid indiscriminate scanning and to ensure that the measures are proportionate.
