According to CoinMeta, Democratic Senator Ruben Gallego warned at a blockchain seminar in Salt Lake City that a hasty Senate vote could undermine the negotiations over Clarity Act. He pointed out that the procedural vote on September 15th is at the heart of the controversy, and passage in the Senate still requires cooperation from both chambers. The House passed an earlier version in July 2025, and a Senate committee subsequently rewrote key parts of it. These differences affect federal regulations regarding digital commodities, stablecoin incentives, illegal financing rules, and the ethics of elected officials. Gallego stated that legislators should avoid forcing a conclusion before the negotiations are mature; taking premature action may delay the legislative process rather than accelerate it.
