According to CoinMeta, in the $1.5 billion theft case of ETH, the United States sued North Korea, the North Korean General Intelligence Bureau, and Lazarus Group. On the surface, it is to hold North Korea accountable, but the actual goal is to identify the wallets holding the traceable illicit funds, as well as the exchanges and custodian institutions where they are located, by listing 20 unnamed defendants known as “John Doe”.
