According to CoinMeta, the National Development and Reform Commission (NDRC) has released the "Administrative Measures for Foreign Investment (Revised Draft for Comment)" and is seeking public feedback from August 21 to September 20, 2026. The draft expands the scope of investors to include individual residents and clarifies that reinvestment overseas is considered foreign investment. Investors are required to obtain approval documents or filing notices before carrying out foreign investments. For individual residents, the filing authority is the provincial development and reform department of their place of household registration or habitual residence. The draft also requires investors to submit an annual report on foreign investment information through the online system by March 31 each year.
