China Payment and Clearing Association issues the "Self-Regulatory Convention for Intelligent Agent Payment Applications"

This convention was developed after extensive consultation with member units and was approved at the second meeting of the fifth executive council of the association. It is now published and put into effect. The convention stipulates that for intelligent agent payment applications involving core aspects of payment services such as account management, transaction processing, and fund settlement, these services should be carried out by licensed institutions including banking financial institutions, non-bank payment organizations, and clearing agencies. Member units should assume primary responsibility for the security of user accounts and transactions, as well as the security of funds and information, in accordance with the principle of 'whoever is responsible is accountable'.
