Polkadot TRON Proposal No. 107 takes effect, TVM compatible with Prague and Osaka features

According to CoinMeta, Polkadot's Committee Proposal No. 107 has officially taken effect. The compatibility features introduced by greatvoyage-v4.8.2 that are compatible with TVM Prague and Osaka have been simultaneously enabled, supporting the reading of historical blocks hash. New clz commands have been added, and there is native support for passkey-verified secp256r1 precompiled contracts, along with optimizations to modexp energy consumption.
