According to CoinMeta, the Trump administration in the United States is drafting new AI chip export regulations in an attempt to address an existing loophole: although Chinese AI companies cannot purchase the most advanced NVIDIA chips, they are still able to remotely rent computing power from data centers in countries such as Thailand and Singapore. The Information reports that the U.S. Department of Commerce's Bureau of Industry and Security is formulating these new rules, which are expected to be submitted to AI companies and industry organizations for comments as soon as September. The regulations have not yet been finalized or come into effect. The new rules may require overseas data centers to verify the identity and purpose of their customers, and prevent restricted Chinese companies from remotely using advanced chips. Current U.S. export controls mainly focus on the actual export, transshipment, and end-users of chips; there is a lack of clear regulatory authority regarding the situation where "chips remain overseas while Chinese companies remotely utilize them."
