China's MIIT Supports the Implementation of AI Applications: FDE on-site, Buying Token, and Distributing Computing Power Vouchers

According to CoinMeta, China's Ministry of Industry and Information Technology has launched a special initiative to cultivate artificial intelligence application service providers, encouraging local governments to increase procurement of large models, intelligent entities, and Token services through methods such as first-purchase and first-use policies and risk compensation. At the same time, tools like "computing power vouchers" are used to reduce computing power costs. The Ministry of Industry and Information Technology will also establish a national resource pool for AI application service providers, with the goal of exceeding 2,000 by the end of 2026 and no less than 3,000 by the end of 2027. These service providers mainly assist enterprises in implementing AI projects, with their services covering preliminary consultation, solution design, system development, integrated delivery, and subsequent operation and maintenance as well as security governance. The policy also specifically mentions FDE (frontline deployment engineers), encouraging service providers to form FDE teams to directly address project implementation issues at the user sites. Localities are also required to open up real business scenarios, organize supply-demand matching, and transform high-frequency, essential services into standardized AI products that can be repeatedly delivered.
