According to CoinMeta, as reported by kommersant, Russia's "Digital Currencies and Digital Rights Law" came into effect on September 1st. However, due to the incomplete establishment of supporting regulatory rules, cryptocurrency trading within Russia cannot yet be fully launched. The Russian Ministry of Finance and the Central Bank previously estimated that approximately 80 supporting documents for the crypto market would need to be formulated, with all necessary documents expected to be prepared by the beginning of December. At this stage, the new law mainly aims to facilitate cross-border crypto settlements for enterprises, brokers, and digital asset custodian institutions, which are in the process of preparing the infrastructure for domestic trading.
