According to CoinMeta, as reported by the Russian newspaper "Businessman," the "Digital Currencies and Digital Rights Law" that came into effect on September 1 in Russia has only been partially implemented, and encrypted transactions within the country cannot be carried out fully due to the lack of key details. The Central Bank of Russia expects to complete the necessary documents by early December. Sberbank plans to complete the establishment of digital custodian institutions by December 1, while Finam is expected to be completed by the beginning of 2027. Central Bank Governor Nabiulina stated that there are no restrictions on the transfer of crypto assets overseas, but investors' overseas operations are not protected by Russian law.
