According to CoinMeta, based on research cited by Bitcoin Policy Institute from Cornell Tech Policy Institute, Senator Cynthia Lummis's S. 2207 bill, which proposes exempting capital gains tax on Bitcoin payments of less than $300 per transaction, could result in a net increase of approximately $859 million in federal fiscal revenue for the United States over the next 10 years. The study indicates that currently only about 32% to 56% of Bitcoin holders report such capital gains, meaning the government collects limited taxes from small transactions. With current tax and recording requirements discouraging Bitcoin consumption, an increase in transaction activity after abolishing the tax on small transactions could generate more taxable income in other areas. This conclusion holds true in most scenario tests, and even if the tax exemption threshold is lowered to $200, the result would still be a net increase in fiscal revenue.
