According to CoinMeta, and based on an investigation by Financial Times, Russian cross-border payment company A7, which is supported by the Kremlin, has bypassed bank anti-money laundering and sanctions regulations by using a large number of shell companies and forged invoices. Since the end of 2024, at least $6.9 billion in funds have been transferred into the global banking system, involving institutions such as Standard Chartered, Citigroup, DBS, and First Abu Dhabi Bank. Leaked documents also show that accounts related to A7 have sold USDT worth billions of dollars to Russian buyers. A7 was established with the support of Moldovan oligarch Ilan Shor and the Russian state-owned bank Promsvyazbank and currently claims to handle nearly one-fifth of Russia's foreign exchange transactions.
