According to CoinMeta, New York City has established a local regulatory framework through 10 pieces of legislation, surpassing the federal and state regulatory systems. The city council has decided to implement strict compliance mechanisms, requiring AI developers to follow city-specific regulations; violators will face significant financial and legal risks. At the core of this legislation is Proposal 2602, which mandates third-party verification for any AI systems that are offered or deployed in the city's markets, to ensure data quality, eliminate bias, ensure the accuracy of decision-making, and protect privacy and security. The bill imposes a civil fine of $25,000 for each violation and establishes a joint responsibility system, forcing private auditors to assume supervisory responsibilities. Additionally, Proposal 2605 creates the nation's first whistleblower reward program to encourage individuals to report violations. The legislation also requires city contractors to report AI security incidents to the network command center within 24 hours and to make these incidents public. The city council has sent formal letters to several technology companies, indicating that it will use subpoena power if necessary.
