According to CoinMeta, the U.S. Securities and Exchange Commission (SEC) has clearly stated that token repurchase announcements by decentralized cryptocurrency issuers do not constitute a commitment to necessary management efforts under the SEC's testing requirements. However, if the repurchases are linked to earnings on a non-functional network, they may constitute such a commitment.
