Scholz stressed that what Europe is defending is not only Ukraine's territorial integrity but also "the political order of the entire European continent." Scholz advocated that Russia, Ukraine, the United States, and European countries should all participate in the negotiations, and warned against a situation where the war ends without Ukraine's involvement. Scholz revealed that Germany and other European countries are working to establish a mechanism for dialogue with the Russian government, and mentioned that Norway and Finland have played a "very constructive role" in this process.
