According to CoinMeta, the draft revision of the Tax Collection and Administration Law was publicly released in its entirety on November 6th after its first review at the 25th meeting of the Standing Committee of the 14th National People's Congress, and opinions from the public are now being sought. The draft revision consists of six chapters and 100 articles, with 13 new articles added, 7 articles deleted, and 75 articles amended compared to the current Tax Collection and Administration Law. The chapter structure remains consistent with that of the current law. This revision focuses on implementing the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council, fully adapting to the needs of the development of new economies and new business models, better enforcing the principle of tax legality, aligning with reforms such as the individual income tax system, consolidating and expanding the achievements of tax collection and administration reforms, emphasizing the protection of national tax security, and also paying attention to maintaining a fair economic tax order under the rule of law. It integrates the protection of taxpayers' legal rights and interests throughout the entire institutional design process, further creating a fair, transparent, and predictable development environment for a wide range of business entities, especially those that operate in compliance with regulations.
