Daria Chernozub, Head of Global Adoption at Dash Blockchain, stated during Philippine Blockchain Week 2026 that the team is researching the Philippine market and has already begun discussions with key industry stakeholders. She added that Dash has also prepared a legal opinion document to support communications with regulators and financial industry stakeholders.

Dash believes the Philippines has a high acceptance rate of digital finance, and some users have a demand for low-cost payment tools. This is one of the main reasons why it included the Philippines in its evaluation. However, Dash has not committed to specific launch plans and is still in the market evaluation stage.

The Philippines recently tightened its crypto regulations.

This move comes against the backdrop of increasingly stringent regulations in the Philippines. On June 17, the Central Bank of the Philippines issued new requirements for virtual asset service providers, requiring licensed institutions to conduct more comprehensive reviews before listing digital assets and to continuously monitor them after asset approval.

Under the new requirements, institutions must assess issuer information, market maturity, use cases, security measures, liquidity, and legal compliance before providing digital assets to clients. Privacy-focused cryptocurrencies remain prohibited from inclusion in this framework.

A license is still a prerequisite for entering the market.

The Central Bank of the Philippines recently reiterated that crypto companies must obtain the appropriate licenses in order to conduct payment and transaction-related business in the country, in addition to completing general business registration.

Earlier this month, the Central Bank of the Philippines (CBNP) stated that neither Binance nor BlockSholes Technologies holds a virtual asset service provider (BSP) license. While BlockSholes participated in the Philippine Securities and Exchange Commission's (SEC) StratBox regulatory sandbox program, the CBNP clarified that entry into the SEC sandbox does not replace the BSP's licensing requirements.

The regulatory authorities also require that, if the arrangements involve user access supported by Binance, BlockSholes must first establish a partnership with a licensed local virtual asset service provider before the relevant process can proceed.

For Dash, this means that while the Philippine market remains open to fintech companies, entry barriers for crypto payment businesses still largely depend on licensing, compliance reviews, and ongoing communication with regulators. The company has not yet announced a timeline for entering the local market.
