After the foundation and the United Nations Development Programme (UNDP) recently announced their cooperation plan, the online activity of Internet Computer and some of its large holdings saw a simultaneous rebound. Market attention is focused on the $2.48 range, which is becoming a key area for short-term price observation.
UNDP and DFINITY launch a 12-month pilot program
On August 25th, the United Nations Development Programme and the DFINITY Foundation announced a partnership, planning to introduce sovereign cloud and proxy AI technology into public service scenarios. UNDP is currently carrying out projects in over 170 countries and has already participated in the construction of digital public infrastructure in more than 25 nations.
According to the plan, DFINITY will promote pilot projects within the next 12 months through the offices of UNDP in various countries and civil organizations, and will work together with governments to design implementation plans. The related projects will be operated on Cloud Engines, and will be supported by OpenSaaS software as well as tools such as Caffeine, Claude Code, Codex, and Perplexity.
OpenSaaS Expand the supply of ecosystem software
Two days after announcing the collaboration, DFINITY launched OpenSaaS. This is a set of software tools for enterprises, featuring no per-seat charging, allowing for long-term free use, and supporting users to modify the application through AI commands.
DFINITY positions this set of products as a solution that emphasizes software ownership, data control rights, and the ability to operate autonomously in the cloud. For the ICP ecosystem, this means that its application narrative in enterprise software and public service scenarios is further expanded.
Some large investors continue to increase their holdings of ICP.
On-chain position distribution shows that the behavior of addresses of different sizes is beginning to diverge. Since the beginning of 2026, the number of addresses holding 1,000 to 10,000 ICP has been on the rise; addresses holding 10,000 to 100,000 ICP once saw a decrease, but there was a noticeable increase in late August.
At the same time, the number of addresses holding between 100,000 and 1 million ICP is still declining. However, large holders with between 1 million and 10 million ICP continue to increase their holdings, and there was another upward trend in late August. Although the timing is close to the cooperation news, based on the current data alone, it is not possible to directly establish a causal relationship between the two.

Active addresses are on the rise, market attention at $2.48
In addition to changes in open positions, the number of active addresses for ICP over a 24-hour period has also seen a significant increase, indicating that participation on the chain is improving. In terms of price, $2.48 has become the current resistance level that attracts the most attention.
If buying pressure continues to strengthen and drives prices above this level, the market may then focus on the ranges of $3.10 and $4.10. If selling pressure persists, prices could fall back to around $2.00, and in a weaker scenario, they might further decline into the $1.00 region.
