IT News on September 30th: On September 28th, Microsoft announced the introduction of a version-specific system list (System Manifest) mechanism for Windows and 11 Arm devices, thereby reducing the setup time during the initial startup configuration (OOBE) phase.

IT Note: A system inventory refers to a collection of driver and firmware updates tailored for a specific device, used to coordinate the version relationships of multiple hardware components and ensure that the device meets the specified software and firmware baseline.

According to official statements, Microsoft indicates that under normal circumstances, the OOBE phase will use Microsoft's adapted system list. However, this will result in additional download, installation, firmware update, and restart times, thereby prolonging the waiting time for users to reach the desktop.

To reduce the time it takes for users to get to the desktop, Microsoft has made available a list of system versions exclusive to hardware manufacturers. Hardware manufacturers can apply for a specific version from this list. Updates will only be installed during the initial setup process if the device is running a version lower than the specified one.

In terms of user experience, this mechanism can reduce the number of drivers and firmware updates that need to be installed during the initial startup phase. Regular updates can be postponed until after the desktop is displayed, when they will be provided by Windows Update.

In terms of compatibility requirements, Microsoft's blog post does not list specific brands, models, or processors. It only requires devices running Windows 11 24H2 or a later version of Arm, and that the device manufacturers have applied for and been approved for a version-specific system list.
