October 8, 2026 / PRNewswire / -- The U.S. Army has awarded webAI Public Sector, Inc a fixed-price contract to deploy sovereign and resilient artificial intelligence at the tactical edge. This contract is part of Project ARIA, which is the U.S. Army's rapid implementation of artificial intelligence programs, with the goal of making it practical within months rather than years. The U.S. Army Contract Command – Aberdeen Proving Ground (Army Contracting Command – Aberdeen Proving Ground) issued this contract worth $14.5 million, with the number W15P7T26CA005. Specifically, webAI will equip soldiers with advanced AI so that they can use it in actual operational locations, including environments where cloud access is not available, networks are denied, interfered with, intermittent, or restricted (DDIL).
webAI enables organizations to deploy dedicated AI models around their own data, personnel, and operations, and to run them on infrastructure that they can control. For the army, this software will run directly on laptops, handheld devices, and vehicle-mounted computing devices that are already issued to troops. To work collaboratively, these devices will be connected via webAI's Intelligence Delivery Network ( IDN ) rather than the cloud, and will continue to operate under DDIL conditions, whereas traditional AI often stalls in such environments. Since this infrastructure can operate without any connection at all, webAI's models can also continue to function, ensuring that soldiers can carry out tasks in the most remote and contentious environments.
The president, who holds a doctorate, stated: "If the cloud connection for soldiers is interrupted or communication is disrupted, they may lose access to AI. This could affect both their safety and the success of their missions. Information and intelligence give our combat personnel an advantage in battle, which is why we are working with the army to deploy our software to the front lines as soon as possible."
IDN operates across enterprise clouds, tactical servers, in-vehicle computing devices, handheld devices, autonomous platforms, and other edge devices, providing comprehensive connectivity for the system. Since the software is installed and runs locally on these devices, each node can maintain its full local functionality and decision-making authority regardless of connection status. Subsequently, when links become available, the nodes can securely discover each other and exchange data, AI models, and a shared operational perspective. As a result, resilience and coordinated intelligence are achieved throughout the entire force.
The Deputy Assistant Secretary of the Army and Chief of the Army Initiative Group, Colonel John Oliver, stated: "The Army cannot view artificial intelligence as a capability that is limited to laboratories or corporate clouds.
