The National Integrated Emergency Response Center ( NCIER ® ) provides joint training for schools, police, fire departments, and emergency medical services ( EMS ), enabling them to respond according to a unified and coherent set of action plans.
Oviedo, Florida, October 21, 2026 /PRNewswire/ — C3 Pathways, Inc. Its service division, NCIER ®, announced today that it has updated the format of its "Campus Safety and Violence Incident Management" ( School Safety and Violent Event Incident Management SSAVEIM ™) trainer training program. This program enables appropriate personnel to participate in learning and practice coordinated responses together – covering the entire process from the first 911 call to the reuniting process, which refers to the process of returning each student to their correct parents.

Reviews of past campus attacks have repeatedly pointed to the same issues: unclear command and control, inability to share information between agencies, delays in reaching the victims, and chaos occurring within hours after the threat was lifted. The article states that these are not failures of courage, but failures of coordination— precisely the problems that this course aims to address.
The updated SSAVEIM trainer training course is designed for up to 30 trainer candidates, consisting of a proportionate group: approximately 10 school personnel, 10 law enforcement officers, and 10 fire and emergency medical service personnel. Emergency management staff are also encouraged to participate. The total duration of the course is two days, or 16 hours. Trainer candidates first participate in the course as trainees, completing one scenario drill after another under guidance; thereafter, they learn how to lead these same scenarios so that they can conduct their own training upon returning to their local areas.
The in-class lectures have been moved online and are now part of SSAVEIM Foundations – a free course launched on September 1, 2026. The course consists of 13 short video modules, with a total duration of less than 1 hour, providing all participants with a unified introductory overview of how violent incidents develop and how cross-disciplinary responses work. Trainer candidates are required to complete this course before attending; at the same time, anyone from schools or institutions who wishes to gain the same comprehensive understanding can also learn for free.
The drill is conducted through Counterstrike ® Terrain ™. This is a digital map desktop system launched by C3 Pathways, which can convert any map, satellite image, or plan into a full-size training interface and load the campus data of the hosting community itself. Participants make decisions based on this, focusing on familiar locations such as school gates, corridors, and parking lots, rather than facing a generic “sample school.”
Certified trainers will continue to retain access to the course content, the learning management system ( LMS ), as well as the "Active Shooter Incident Management Checklist" ( Active Shooter Incident Management , ASIM Checklist ™ ). This checklist was developed by C3 Pathways and has been recognized by the National Tactical Officers Association ( NTOA ) as the national standard for managing active shooter incidents. Certified trainers will receive a three-year trainer certificate and will be able to conduct training at their own scheduled times without having to pay additional fees to NCIER . It is mentioned in the text that this means that one course delivery will transform into long-term local capability, rather than a one-time event.
The design goal of SSAVEIM is to operate in coordination with the existing processes already in use by schools and communities, which include Standard Response Protocol™ and Standard Reunification Method™ of the “I Love U Guys” foundation. This course adds a comprehensive perspective to these processes, demonstrating how schools and public safety actions are connected during and after incidents of violence.
Staff from Orange County public schools, as well as emergency response personnel from central Florida, participated in the first delivery of the 2026 summer update format. *
Campus safety cannot be resolved by a single program or by a single discipline working independently. Each discipline is well-trained within its own scope of responsibility. The problem lies in the areas where these disciplines intersect. Spending two days repeatedly practicing these intersection points on one's own campus map can enhance a community's ability to respond to emergencies—and it also leaves behind people who are capable of maintaining this capability over the long term.
– C3 Pathways and its service department NCIER Chief Executive Officer Bill Godfrey
