According to CoinMeta, U.S. Senator Steve Daines has proposed the ADAPT bill, which aims to establish tax rules for scenarios such as stablecoin payments, staking, and lending. The bill stipulates that capital gains tax is exempted when using compliant U.S. dollar stablecoins to pay for goods and services, and network or gas fees of $10 and below are exempt from profit and loss recognition. It also extends wash trading rules to digital assets. The bill covers provisions regarding staked mining income, a non-recognized lending framework, and a safe harbor for foreign investors' transactions, with most of the provisions applying to tax years after December 31, 2026.
