According to CoinMeta, and as reported by Fortune, Wilbur Ross was once a tariff hawk in Trump's first administration. Now he claims that tariff refunds have granted importers 'extra profits' and paid them 'more than they actually paid.' Ross pointed out that Trump's tariff policy was intended to reduce the trade deficit, but it is now being used for other purposes. He mentioned that Trump's second term has been characterized by 'different goals.' Ross also suggested that consumers may be the biggest losers, questioning whether the refunds truly benefit the importers who paid the tariffs. UPS and FedEx have pledged to return the refunds to customers, while Amazon has stated that it may only pay refunds to a limited number of customers.
