According to CoinMeta, the OneGov protocol of OpenAI will take effect on October 1, 2026, providing all federal, state, local, and tribal government agencies in the United States with free access to ChatGPT, Codex, and OpenAI API. This includes exemption from the standard monthly license fee of $15 per user, as well as a 50% discount on token-based usage costs. The agreement was announced on September 10 and will be in place until December 31, 2028. It also offers verified government entities access to the advanced network security defense model Daybreak Blue of OpenAI at the same discounted rate. This agreement is not just about prices; it represents a structural approach to establishing a dependency between government agencies and OpenAI. Each registered government agency will establish a relationship with OpenAI's models, data pipelines, and pricing framework, integrating them into their procurement processes and daily operations.
