Report: Ukraine faces a new funding gap of 27 billion euros this year, and the EU refuses to provide loans in advance

According to CoinMeta, sources familiar with the matter have revealed that the European Union has temporarily rejected Ukraine's request for early access to loan funds. This summer, Ukraine stated that due to rising costs of the war, there would be an additional funding gap of 27 billion euros in 2026, and therefore requested that the EU allocate in advance the 90 billion euros in loans that were originally planned to be provided until the end of 2027. Last month, EU Commission President Ursula von der Leyen told Ukrainian President Volodymyr Zelenskyy that the EU still had a budget of 37 billion euros available for allocation in 2026, but Ukraine was required to advance reforms such as cracking down on the shadow economy, increasing taxes, and aligning with EU laws. The EU believes that providing the loans in advance would only push the funding gap to 2027, and suggested that partners such as Canada, Norway, and Japan should provide additional funds. The 45 billion euros of loans originally scheduled for 2027 will be disbursed rapidly after next year begins. Meanwhile, sources familiar with the matter have revealed that the International Monetary Fund expects Ukraine to still face a financing gap of 30 to 35 billion US dollars in 2027, with gaps of about 17 billion US dollars and 2 billion US dollars in 2028 and 2029, respectively.
