Hong Kong relies on offshore RMB, and the launch of stablecoins is hindered

According to CoinMeta, the Secretary for Finance of Hong Kong stated in a briefing to the Legislative Council that Hong Kong will rely on offshore RMB to promote the development of stablecoin business. Two banks have already obtained stablecoin issuance licenses, and the Secretary for Finance promised to introduce a virtual assets licensing bill later this year. The Hong Kong Monetary Authority is discussing with the People's Bank of China to optimize currency swap arrangements and will launch a seven-day offshore RMB liquidity bidding facility. Hong Kong's offshore RMB loans reached a record high of 935 billion yuan in 2025, and bond issuance reached 1 trillion yuan for the second consecutive year. Hong Kong will continue to maintain the peg of the Hong Kong dollar to the US dollar, rather than shifting to a peg with the RMB or a floating exchange rate.
