According to CoinMeta, on October 7th, the South Korean Ministry of Finance and Economy opened a public consultation period regarding amendments to the "Foreign Exchange Transactions Act Enforcement Order," with the aim of clarifying the regulatory scope for "virtual asset transfers." Transfers of virtual assets between South Korea and overseas through custodian, management, intermediary services, as well as transfers between South Korean VASP and individual wallets, are all required to be registered in advance by the operators. These operations must also meet requirements such as having appropriate computerized facilities and at least two professional personnel. Records of these virtual asset transfers will be submitted through South Korea's bank foreign exchange computer network and can be shared with institutions such as the National Tax Service, Customs, Financial Services Supervision Agency, and Financial Intelligence Analysis Institute (FIU), to monitor the use of cryptocurrencies for evading foreign exchange regulations and illegal fund transfers.
