According to CoinMeta, Lee Eun-kyun, the chairman of the Financial Services Commission of South Korea, stated that the provisions regarding restrictions on the shareholding of major shareholders in virtual asset exchanges, which are currently being promoted under the "Digital Assets Basic Act," are not based on instructions from any specific individuals, but rather on the consideration that exchanges need to assume greater public responsibility once they are institutionalized. During the national policy supervision session of the Financial Committee of the National Assembly's Government Affairs Committee, he pointed out that after the implementation of the "Digital Assets Basic Act" in the future, exchanges will switch to a licensing-based operating model and will need to possess the level of publicness and responsibility that matches the nature of their infrastructure.
