Russian Central Bank restricts cross-border arbitrage fund transfers of USDT

According to CoinMeta, as reported by bits and media, the Russian Central Bank and some commercial banks have begun to restrict capital transfers involving cross-border arbitrage related to USDT. Such transactions typically involve purchasing USDT through cryptocurrency exchanges in Commonwealth of Independent States (CIS) countries like Belarus, followed by selling it for cash through offline dealers within Russia to take advantage of the difference between cash and non-cash exchange rates, with a single round of arbitrage yielding profits of over 2%. The Russian Central Bank believes that such transactions may be used to launder funds of unknown origin. Some banks have already started intercepting transfers initiated by customers after they deposit cash into Belarusian cryptocurrency exchanges. According to the digital asset regulation law passed by Russia this year, starting from July 1, 2027, direct trading of cryptocurrencies P2P between individuals will be prohibited, and such transactions must be conducted through compliant service institutions.
