On October 22, the National Development and Reform Commission announced a new version of the "Administrative Measures for Foreign Investment," which better safeguards the development and security of foreign investment in terms of regulations. The administrative measures consist of 76 articles and are divided into six chapters: General Provisions, Guidance and Services for Foreign Investment, Supervision of Foreign Investment, Protection of Foreign Investment, Legal Responsibilities, and Supplementary Provisions. These measures will come into effect on December 1, 2026, and at that time, the "Administrative Measures for Enterprises' Overseas Investment" issued in 2017 will be simultaneously repealed.
►►According to China Fund News, on October 22nd, several fund companies including E Fund, Huaxia Fund, Fullgoal Fund, and Huitianfu Fund successively announced that they would subscribe to their own active ETF funds with a total of 200 million yuan of their own funds. Just two days prior to that, Morgan Fund took the lead in announcing a self-purchase plan of up to 500 million yuan. Thus, in the first round of fundraising for active ETF, the four fund companies plan to invest a total of 1.3 billion yuan in self-purchases. It is reported that more fund companies are set to join this trend of self-purchases. At a time when the market is experiencing a correction, both domestic and foreign-funded fund companies are initiating self-purchases, demonstrating their confidence in the A-share market and the future operation of their products.
►► According to Yu Yuan Tan Tian, on October 16th, the Ministry of Commerce and the Ministry of Science and Technology publicly solicited opinions on revising the "Catalogue of Technologies Prohibited and Restricted from Export in China" (hereinafter referred to as the "Catalogue"). Among these, there are 23 technologies in the field of artificial intelligence, including large models, intelligent agents, computing power clusters, information processing, etc. After the release of the Catalogue, some people raised questions: China emphasizes technological openness, so why has it suddenly imposed "export restrictions" on certain technologies? Could this be a signal of a policy shift? It is reported that since the announcement of the policy, two leading companies, DeepSeek and MiniMax, have successfully completed the registration procedures and have achieved open-source development as well as overseas licensing for use. In their related responses, the Ministry of Commerce provided more detailed explanations for what is not subject to regulation than for what is. This also indicates that the core of the Catalogue is to delineate boundaries, rather than simply restricting the export of certain technologies.
►►According to the Shanghai Securities News, on October 22, market reports indicated that the domestic large-scale model company DeepSeek (Deep Exploration) plans to raise approximately 100 billion yuan (about 15 billion US dollars) in its latest round of financing. Tencent and CATL are the largest investors in this round, and the transaction is expected to be officially completed in the coming days.
As of now, DeepSeek and related investors such as Tencent have not made any public responses. Reporters have cross-verified this information from multiple sources close to the company and investors and confirmed that the above news is true. According to insiders, the initial target for this round of financing was set at 50 billion yuan, which was later increased to around 100 billion yuan after several rounds of adjustments. The final amount has not yet been officially announced and is still not fully determined. This funds will continue to be used for model training, infrastructure construction, and talent recruitment in order to support DeepSeek in competing globally. Some insiders also believe that this round of financing will pave the way for the company's upcoming Sci-Tech Innovation Board IPO.
