According to CoinMeta, the Chief Financial Officer of Coinbase stated that if the Clear Act fails to pass in the Senate, they have a backup plan. He mentioned, "If the Clear Act does not pass Congress, we believe we can find a way through SEC and CFTC. We believe we will be able to get it approved through these channels."
